Summary
The Human Resources Specialist (Military) position is based at the Education & Incentives Office at Camp Mabry, Texas. The role involves managing state incentives programs, overseeing payments, validating eligibility, and ensuring compliance with incentive and loan repayment policies. This position is open to U.S. citizens and National Guard members, including transitioning service members interested in joining the Texas National Guard. Active membership in the Texas National Guard is required.
Job Scope and Key Responsibilities
In this role, you will serve as an advisor on unit-specific human resources (HR) programs, interpreting policies, and providing procedural guidance to military commanders, supervisors, and service members. Primary duties include:
- Advisory Support: Provide training, guidance, and procedural support to commanders, staff, and military members on HR programs, including Soldier Readiness Processing (SRP), mobilizations, and de-mobilizations.
- Regulatory Guidance: Interpret and apply regulatory policies related to military personnel, guiding commanders and staff in areas such as promotions, separations, evaluations, and reassignments.
- Program Oversight: Manage and oversee the Education and Incentives program, serving as a technical expert. Assist in career guidance and ensure proper personnel assignments align with career objectives.
- System Management: Oversee SIDPERS and manage document control, ensuring accurate processing of personnel actions and maintaining tracking databases to monitor trends and training needs.
- Personnel Services: Supervise the performance of records maintenance and the Integrated Personnel Electronic Records Management System (iPERMS), ensuring secure access and compliance with privacy standards.
- Supervisory Functions: Perform supervisory duties for support staff, including assignment reviews, performance evaluations, and training needs identification.
- Program Integrity: Conduct a thorough review of all Select Reserve Incentive Programs (SRIP) and Loan Repayment Program (LRP) submissions, ensuring accuracy and compliance prior to submission.
Other duties may be assigned as needed.
Qualifications
Specialized Experience:
To qualify for the GS-09 level, candidates must have at least one year of specialized experience at the GS-07 level in military HR management, demonstrating knowledge of fundamental HR principles and evaluative techniques. Familiarity with ARNG regulations, and experience advising on personnel management processes and programs are essential.
Educational Requirements:
- Master’s Degree or equivalent graduate degree in human resources, business administration, or a related field.
- Alternatively, two years of progressively advanced graduate-level study directly related to the role.
- A combination of specialized experience and education will also be considered.
Military Requirements:
- Applicants must be compatible with Texas National Guard military duties and should hold or be eligible for MOS/BR: 42A (Enlisted), 420A (Warrant Officer), or 42B (Officer).
- Required Rank: Enlisted (E-3/PFC to E-7/SFC), Warrant Officer (WO1 to CW3), Officer (O-1/2LT to O-3/CPT).
Conditions of Employment
- Security Clearance: Must obtain and maintain a Secret clearance within one year.
- Texas National Guard Membership: Required for eligibility.
- Military Compatibility: Successful applicants must be assigned to a compatible military duty position as per National Guard regulations.
- Driver’s License: Must have a valid state driver’s license.
- Probationary Period: Completion of a probationary period may be required.
